Joint Powers Agreement
There is a Joint Powers Agreement (JPA) being considered by the RVCWD, Millivew, Willow, Calpella and other water districts at this time. The only copy of this JPA agreement can be found in the link below. There is a question regarding whether this agreement is being considered or another one which has not been made public. (If the RVCWD signs a JPA agreement it could nullify the need for any annexation or consolidation between the RRFCD and RVCWD.)

The 1999-2002 Chronology was written to show that the RVCWD refused to be annexed into the RRFCD during this time period. Annexation was offered many times to the RVCWD to give them a guaranteed supply of water between May through November each year when the RVCWD has no water rights. Note that between 1999 and 2013, the RVCWD refused all RRFCD offers for annexation.
In October 2013, the RVCWD Board and the RRFCD Board voted to proceed in moving forward with consolidation/annexation through the LAFCo process. There are many questions on whether or not the RRFCD now has water for the RVCWD and about over $7.3Million+ that the RVCWD owes to the Bureau of Reclamation and other debts. Other legal issues also are involved like serving water out-of-place of use, water rights, and the current new-hookup moratorium in the RVCWD District.

Mendocino County Local Agency Formation Commission Information
LAFCo is working on the RVCWD and Russian River Flood Control District Pre-Application for Consolidation/Annexation
(A Completed CEQA is needed proving that this consolidation will not harm the people in the RRFCD District by transferring the RVCWD Debt to their district for payment, won't bandrupt the RRFCD with other RVCWD debts, and that the RRFCD has adequate water for the RVCWD with severly impacting the amount of water available to current RRFCD customers. Out of Place of Use and other issues are still under examination at this time.)
Millview County Water District
Intertie Isses with the RVCWD and possible JPA (Joint Powers Agreement between several water districts and the RVCWD).
There have been concerns that the water from the Millview County Water District that will be sent through the Intertie to RVCWD customers beginning in the Fall of 2014, will not be treated water. If this water comes from Masonite Well #6 (a former California Hazmat Cleanup Site-State DWR), it is alleged that water from underground toxic plumes could be pumped into the RVCWD domestic water lines on Uva Drive and other areas. This question should be resolve prior to any water being pumped through the new Intertie to the RVCWD in 2014.
The source of the water which flows into Masonite Well #6 is alleged to be underflow from the Russian River and thereby be water that is held under the Russian River Flood Control District Permit. This question should be resolved prior to any water being distributed to the RVCWD.

City of Ukiah
Provided 800 Acre Feet of water to water districts in Ukiah including 355 Acre-Feet to the RVCWD in 2014, for health and safety reasons.
The RVCWD has cut off all agriculture water and has alloted 50 gallons, per person, per day for only domestic water use in 2014, in agreement with California State Department of Health (Santa Rosa Office), SWRCB, City of Ukiah, and the RRFCD.
